Article 1The Executive Yuan shall establish Overseas Community Affairs Council, R.O.C.(TAIWAN) (hereinafter referred to as the“OCAC”) to handle administration of overseas community affairs and to assist overseas compatriots’ enterprises.
Article 2OCAC shall be in charge of the following matters:
1.Planning and implementing, assisting and providing liaison services for educational and economic affairs of overseas compatriots;
2.Handling, implementing, assisting and providing liaison services for projects of overseas compatriot groups, youths and students;
3.Protecting rights of overseas compatriots and providing certification services;
4.Collecting information and distributing news related to overseas community;
5.Handling of all the other matters related to overseas community affairs.
Article 3OCAC shall have one Minister, who is of political appointment, and two Vice Ministers, one of whom is politically appointed to the position equivalent to the senior 14th grade and the other is appointed to the position of senior 14th grade.
Article 4OCAC shall appoint 90 to 180 Council Members, who shall serve for a three-year term without pay.
Article 5OCAC shall have one Secretary-General, who is appointed to the position of senior 12th grade.
Article 6If necessary, OCAC may dispatch personnel to serve abroad based on the Organization Act of Diplomatic Missions upon approval from the Executive Yuan.
Article 7The ranks, grades and headcount of OCAC staff are regulated by a separate Personnel Establishment Table.
Article 8The date of implementation of this Act shall be determined by an order issued by the Executive Yuan.
