Organization Act of the Ministry of the Interior

The Executive Yuan shall establishes the Ministry of the Interior (hereinafter referred to as the “Ministry”) to administer the internal administrative affairs of the nation.

The Ministry shall be in charge of the following matters: 1.The planning, promotion, supervision, and guidance of policies and systems for local government, local organizations, local self-government, administrative divisions, regional collaboration, election and recall, political parties, political donations, and lobbying. 2.The planning and promotion of policies and systems for household registration and management, acquisition and change of nationality, name regulations, national identification cards, and population statistics; the planning and management of household registration information. 3.The planning and promotion of policies and systems for land and building survey and registration, cadastre and land rights management, land expropriation and readjustment, land value and real estate transactions, national land surveying and mapping, and territorial administration; the guidance of real estate service industry. 4.The planning, promotion, and guidance of policies and systems for religions, ancestor worship guilds, deity worship associations, funerals, national emblem and flag, honors and awards, and memorial days and holidays. 5.The planning, guidance, supervision, and resource development of policies and systems for social associations, occupational associations, and cooperative enterprises. 6.The planning and promotion of policies and systems for conscription source, recruitment, rights and interests of draftees, and substitute services; the execution and supervision of substitute services related affairs. 7.The planning and promotion of policies and systems for internal information related affairs; the management, auditing, and supervision of cyber security. 8.The supervision of police affairs, fire prevention and disaster prevention and rescue, border entry/exit control, immigration and new immigrant related affairs, prevention of human trafficking, national land management, and national park related affairs by its subordinate agencies. 9.The pl

The Ministry shall have one politically appointed Minister; two Political Deputy Ministers, who shall be political appointees of equivalent ranking to Senior Grade 14; and one Administrative Deputy Minister, who shall be a civil servant ranked Senior Grade 14.

The Ministry shall have one Secretary-General who shall be a civil servant ranked Senior Grade 12.

The subordinate agencies of the Ministry and their functions are as follows: 1. National Police Agency: Plan and execute national police administrative affairs; command and supervise nationwide police organizations. 2. National Fire Agency: Plan and execute administrative affairs concerning national disaster prevention and fire prevention; command and supervise national fire organizations. 3. National Immigration Agency: Plan and execute border entry/exit control, immigration affairs, and prevention of human trafficking. 4. National Land Management Agency: Plan, promote, manage and supervise spatial planning, urban planning, urban regeneration, housing, building management, urban infrastructure and sewerage construction. 5. National Park Service: Plan, promote, manage and supervise the national parks, national natural parks, wetlands and coastal zone management. 6. National New Immigrants Development Agency: Plan, promote, execute and coordinate policies on new immigrant affairs.

The official ranks, grades and numbers of the staff at the Ministry shall be governed by a separate Personnel Establishment Table.

The effective date of this Act shall be determined by the Executive Yuan. The articles amended on November 21, 2025, shall take effect three months after the date of promulgation.
